    Default Server ports range

If you look at the worspaces there is only one port per workspace specified. This range is an estimate of the number of conncurrent nav_util processes running at any given time. You can pad this estimate by say 20% plus pad the range with more ports given that we do not reserve the ports in this range. The message given states that a second start of a nav_util process was attempted and one was active. You need to adjust this range according to the criteria given above.
